new release goal: allow to deinstall makedev

I propose that packages depending on makedev for the purpose of creating
device nodes in /dev/[1] are modified to depend on "udev | makedev".
Most of them already do, there are about 15 packages which have not been
fixed yet (the most important one being gnupg and libsane).
Bugs have already been opened and only need trivial actions from the
maintainers.

This is not a proposal to remove makedev from the base system.

A list with some false positives[1] can be generated with:

grep-dctrl -s Package,Depends --field=Depends makedev --and --not --field=Depends udev /var/lib/dpkg/available


[1] other packages may use makedev for different reasons and this
    proposal does not apply to them
