[OSRM] Text to include for D-I in release announcement (sarge!)

Please include the text below in the announcement for the 3.1r7 point 
release for Sarge. The text is a draft; comments welcome.

This point release for Sarge also includes an updated release of the 
installer, which includes the following changes:
- installing "oldstable" is now fully supported, both in the installer
  itself and in base-config
- 2.6 kernels used in the installer have been updated to ABI 2.6.8-6; as a
  result, some previous installer images (for example netboot and floppy)
  will no longer work
- updated mirror list
