Continued repair of zlib1g dependencies for udebs

Due to a missing udeb: line in the shlibs file for zlib1g, a number of 
udebs currently have an incorrect dependency on zlib1g instead of 
zlib1g-udeb, which breaks daily builds.
The fixed zlib1g is now available for all architectures, except for i386. 

To fix current incorrect dependencies and to prevent new ones, please 
schedule the following.

All with a dep-wait on zlib1g/1:1.2.3.3.dfsg-4 (maybe not strictly needed, 
but better safe than sorry).

libcairo: binNMU for mips and m68k

openssl: binNMU for ia64, s390, sparc

openssh: binNMU for all architectures except i386 and m68k
         set dep-wait for i386 (status is needs-build; really needed!)
         (m68k has status failed; should get fixed with next build)

pango1.0 should be cleared up with an upload for #432258.
