unblock request for num-utils 0.5-7

Hi Debian-Release,

The package "num-utils" version 0.5-7 is now in unstable.  The
differences with testing:

   * numsum: Allow decimals and minus signs with -c and -r.  Closes: #410128.
   * numsum: Added function "decimals_friendly_sum".
   * debian/copyright: Updated.

It would be nice to see these changes added to etch.
