update upgrade-manager in Etch

Hello,

Sven Arvidsson provided us with a Debianized version of the
update-manager manual (making it refer to Debian repository names and
using the Debian release names). This went into update-manager
0.42.2ubuntu22-11. I would like to request that it be approved for Etch
as soon as possible.

   * debian/manual.tar.uu, debian/rules:
   - install the Debian specific version of the manual
