The IETF Secretariat will soon reject Internet-Drafts formatted using the etch's version of xml2rfc (because of an outdated boilerplate). The new upstream version in unstable should generate acceptable drafts. Unfortunately, the diff is quite large. If it's not possible to accept the new upstream version into etch, please file an RC bug and remove the package from testing. Thanks!
