Why is this not listed as php5 | php4 (>= 4:4.1.2-6)?  This looks like an
unnecessarily complex list of or'ed dependencies.

The diff also includes new files debian/phpgroupware.docs and
debian/phpgroupware.install which aren't documented in the changelog.  Why
are these added?
