Please unblock desktop-base/4.0.0

        Hi,

 desktop-base 4.0.0 contains the final pieces to centralize artwork (and
 the artwork itself) for etch.  Especially the KDE bits are still in
 sid and are needed in etch.  It also carries the version of etch, the
 proper Uploaders, stuff like this.

 Could you please unblock it?  Thanks!
