ttf-dzongkha is currently blocked because it provides a udeb. The 0.2-3 version was only a cosmetic upload to fix lintian minor stuff and the udeb did not change so I guess that it can be unblocked. CC'ing Joey Hess as D-I backup release manager for the sake of it --
