let vim 1:7.0-164+1 enter testing



Vim 1:7.0-164+1 is in unstable since more than 2 weeks, but it is not
transiting to testing given that base is frozen. The version of vim in
testing now is 1:7.0-122+1.

Is it possible to hint vim -164 in testing?

- upstream patches from -122 to -164 include several fix for various
  possible crashes which are solved in -164 (no major changes otherwise)
- 10 bugs in the debian BTS have been closed since -122
