0.9.13-1's control file states that clearsilver-dev depends on the
package "clearsilver1". There doesn't appear to be any source package in
the archive that provides binary packages of that name; hence
clearsilver-dev is already uninstallable in unstable on all
architectures, and adding it to testing would carry that over.
