AFAIK, you're correct that the dhcp3-client udeb is not being used.
However, if we update the debs and source, we do need to make sure we get
the udebs updated as well, which is a manual process requiring ftpmaster
intervention; and we're already a couple of syncs behind on some udeb/deb
packages right now, so I'd rather not add another package to elmo's queue
without an RC reason.  Is there an RC reason?
