Please allow gettext_0.14.1-10 in testing

The user-visible changes from 0.14.1-7 to 0.14.1-10 may be summarised
as follows:

- gettext-base now contains libintl.jar.
- gettext now contains gettext.jar.
- A weird error in msginit should now be gone.
- gettext now Recommends: curl | wget | lynx.
- gettext.sh is now a symlink to /usr/share/gettext/gettext.sh.

Only one .c source file has been changed, namely urlget.c, but the
change is a one line fix to disable a block of code.
