citing from the bug report:

| patent-encumbered) but pgp, as it is non-US/non-free, can still
| support IDEA.

Furthermore, non-US/non-free is technically not replaced. As one package
(or even 2, 3, 4) is not too much work, this can easily be done. So, I
personally would go for that, and I'm prepared to put work into that.
