There is no enumerated policy, but the practice over the years shows 
that the rules are more or less the same.

The suggestions about backports.org miss the point.  We don't want to 
force users to upgrade to the latest feature releases.  We want users 
to use the latest bug fix releases that were made for the specific 
purpose of eliminating the important problems in a previous feature 
release without changing any functionality.  I think if you trust 
random people on the net to write your software then you should also 
pay attention to those people's judgements about what bug fixes are 
necessary.
