Why does imagemagick not go into sarge?

Acording to update_excuses

# imagemagick (5:5.5.7.9-1.1 to 5:6.0.1.3-1)

    * Not considered
    * Depends: imagemagick perl (not considered) 

But imagemagick depends on perl >= 5.8.0-3 and testing has version
5.8.3-3
