If you as maintainer are confident that 4.31 represents a bugfix-only release, I don't see any reason to be concerned if you aren't. Does the version of the exim4 package currently in testing have any bugs in it that you would be uncomfortable with if you had to support that version for (let's say worst case) a 2-year stable cycle?
