You should absolutely not be uploading new upstream versions of packages to testing-proposed-updates, which seems to be what your subject line implies. If you're aiming to have this new upstream release in sarge, it's fine for it to be uploaded to unstable. Whether or not it's accepted into testing can only be decided once the release team has an opportunity to review the source (i.e., after the package is in unstable). -- Steve Langasek postmodern programmer
