Uploading l10n-changed dictionaries-common_0.22.40sarge7 to sarge

I am uploading dictionaries-common_0.22.40sarge7 to
testing-proposed-updates, with only l10n changes.

The changelog entry:

  * debian/po:
    - Added Indonesian debconf templates translation,
      thanks to Parlin Imanuel (closes: #277632, #277752)
    - Added zh_TW Chinese debconf translation,
      thanks to Tetralet (closes: #279310)
    - Arabic debconf translation update,
      thanks to Ossama M. Khayat (closes: #279835)
