please push localization-config into testing

Hi, 
   version 0.102 of localization-config (in testing now) has a grave 
bug (#277362) which was noted by Joey Hess. I have fixed that in 
0.105 which was just accepted in unstable but will remain there for 2 
more days. Since this will hinder testing in special cases (eg serial 
console testing where LANG is not set), I believe it would be of 
importance to push 0.105 into testing.
