Because the Sarge version of Mozilla has security bugs in it, the Sid version would fix them, but if it is not built on every archs, then it can not migrate to Sarge, so it is a release issue as well (Sarge still does not have security support on it's own). The Needs Build stage is not enough, as the bug was in the buildd; and it was not the first time Mozilla failed with this error, but no action was taken.
