Yes, I realised that this was your interpretation of the Debian
Policy.  My interpretation is different.  I'm not quite sure how to
reach we should conclusion on which interpretation is the one to use.

Thank you for the info.

The education-* packages are generated based on the current content of
packages in the archive, so this do have something to do with the task
generation code.  I'm not sure how it will handle such type-handling
dependency.
