New version of libpqxx for upload

I've packaged the newest stable release of libpqxx, 2.3.0.  It's
available here:

  http://people.debian.org/~rleigh/libpqxx-2.3.0/

Currently this does not have any other packages depending upon it in
the archive.  This is a C++ PostgreSQL client library.

Is it OK to upload this before the release of Sarge?  It adds a new
package to the archive, libpqxx-2.3.0 (upstream don't yet do proper
versioning).
