There's something wrong with urgency propagation to britney, but as far
as I know nobody's figured it out yet.

Done, due to #265804. However, two things:
* Why is there suddenly a mips binary for pbbuttonsd? This looks like
careless autobuilding without paying attention to
http://buildd.debian.org/quinn-diff/Packages-arch-specific, and it
will cause problems for testing propagation later. I've CCed the
uploader of the mips binary.
* You might want to re-read policy 10.6 with regard to the creation of
/dev/pmu.
