You'll be glad to hear a respondant at debian-devel has demonstrated that
the problem only occurs for firefox. mozilla 1.7.2 is clean (together with
Xprint 009.001).
This suggests to me even more strongly that the fix should be made to
/usr/lib/mozilla-firefox/defaults/profile/chrome/userContent.css
(firefox, not mozilla).
