Sounds like #200028 isn't serious (excess permissions isn't in
sarge_rc_policy.txt, so the only reason for it to be serious is the
maintainer's discretion, which doesn't appear to have been invoked),
and it doesn't seem to be grave or critical.
As such, downgraded to important.

Better to update stalin anyway -- keeping it everywhere but on m68k is better
than dropping it everywhere. Added to dosrcanyway.
