Synaptic not in testing?

I'm not sure if this is the appropriate place to ask (if not, please
give me a hint where to ask), but I wonder why synaptic does not enter
testing? According to http://packages.qa.debian.org/s/synaptic.html

# 23 days old (needed 10 days)
# Trying to remove package, not update it
# Not considered

I would like to upload a new version, but I want to wait until the
current version enters testing (to avoid another delay).
