Y2K bugfix for dinbrief.cls in tetex-extra

Hi folks,

I had to make a new release of the stable tetex-extra version, because
of a y2k problem in dinbrief.cls which was just discovered.

It would be nice, if this fixed version could make it into the next
slink release (if there is any) together with the recently uploaded
tetex-bin with its y2k fix.
