Does that mean I have to release a new version with another corrected
changelog entry, to get it installed into stable?

The important parts are:

tetex-bin (0.9.981113-4) stable; urgency=high

  * reupload, because of the severity of the problem. it is sort of a Y2K
    problem. older Versions of tetex-bin will *NOT* work if they are newly
    installed after the 1st of December 1999, or if an attempt is made to
    recreate the LaTeX format files because of the bug in fmtutil
    mentioned in the fix below.

tetex-bin (0.9.981113-3) stable; urgency=high

  * fix fmtutil to not fail if initex complains about to old LaTeX
    (closes: Bug#51795, #51894)
