No need for opening bugs against packages removed from CRAN, just directly ask for removal if you are confident.

thanks for your involvement in package maintenance,

the 'uscan error' type in the packaging team's UDD page already gives us
a good overview of what is removed from CRAN.

So please do not bother filing bugs against the packages.  If they are
leaf packages, you can just file a request for removal and mention that
(unless somebody objects) you have pre-approval from the team.

If they are not leaf packages, an overview of their reverse-dependency
tree would be very useful.
