Hi R Maintainers

While investigating #980809 [1], I found the following output in the
autopkgtest logs of and r-cran-glmmtmb and r-cran-tmb:

Warning message:
In checkMatrixPackageVersion() : Package version inconsistency detected.
TMB was built with Matrix version 1.2.18
Current Matrix version is 1.3.2
Please re-install 'TMB' from source using install.packages('TMB', type
= 'source') or ask CRAN for a binary version of 'TMB' matching CRAN's
'Matrix' package

This is a clear sign that at least r-cran-tmb needs a rebuild and
should gain a versioned dependency on the version of r-cran-matrix
that it was built against.

I will schedule a binNMU for r-cran-tmb for now, but it still needs
the versioned dependency added.  Is this something that dh-r could do?
  We also need to find other affected packages.

The actual warning message is generated by r-base, is there a way to
make this an error instead of a warning?
