In case a maintainer might realise that rather
yes would be needed it can be reset to yes explicitly or left
as a comment to stop routine-update doing something.
Sounds good to me, majority of the packages won't require root-access to build,
so asking the user if they require root for 'every' package might be an inconvenience.
