This is the kind of bug that autopkgtests blocking testing migration
is supposed to catch.

I see you uploaded r-cran-recipes 0.1.9+dfsg-2 which should migrate
soon.  Let's see if that improves the situation.  If not, please file
a new bug for r-cran-recipes and leave #949658 for r-cran-rlang.

On the subject of r-cran-rlang, I notice upstream's DESCRIPTION file contains:

Depends: R (>= 3.2.0)
Suggests: cli, covr, crayon, magrittr, methods, pillar, rmarkdown,
        testthat (>= 2.3.0)

This must be where the minimum version of testthat is specified, and
somehow that needs to end up in debian/control or
debian/tests/control.
