I investigated the commit history and found the one that dropped libxi-dev: https://salsa.debian.org/qt-kde-team/kde/kwin/-/commit/ed10f41470612caf3a12d580777ed200f4f275b8

Can you please readd the libxi-dev build dependency and whatever regular dependency needed to fix XInput?

I also tested the kwin-x11 source package in a Debian unstable VM and the bug exists there too.
