Excellent thanks for digging into this.

Could you try running :
    sudo setcap "CAP_PERFMON=+ep" "/usr/lib/x86_64-linux-gnu/libexec/ksystemstats_intel_helper"

and see if it indeed fixes the issue for you ?
If so I’ll ship the fix in the package.
(I don’t have such a system at hand otherwise I’d have tested myself.)
