What I think is happening here is that you have mixed Plasma 6.3 and 6.5
and thus get weird behaviour.
We've just upgraded Plasma to 6.5.0 in unstable, but only a couple of
packages have migrated to testing yet, the rest will follow in a couple
of days.
Downgrading libplasma & plasma-activities should fix your issue. When the
remaining Plasma 6.5.0 packages have migrated, then you can upgrade
everything.
Unfortunately, we cannot control directly when packages migrate to
testing. When you're using Plasma on testing, look out for discussions
on the mailing-list.
