Bug#1112309: qt6-webengine: please enable verbose build logs

Hi,

currently qt6-webengine does not include the full command line arguments passed to the
compiler and linker in its build logs. Here's a snippet as an example:

 [3822/31603] CXX obj/third_party/icu/bundled_icui18n/fmtable.o
 [3823/31603] CXX obj/third_party/icu/bundled_icui18n/formatted_string_builder.o
 [3824/31603] CXX obj/third_party/icu/bundled_icui18n/dtptngen.o
 [3825/31603] CXX obj/third_party/icu/bundled_icui18n/fpositer.o

Policy 4.9.1 says that the package build should be as verbose as
reasonably possible to make life easier for porters and bug squashers
more generally:

Please include the full compiler and linker arguments in qt6-webengine's
build logs, unless the "terse" tag is present in DEB_BUILD_OPTIONS.
