Bug#1108922: plasmashell: Stop connecting to the Internet (www.ecb.europa.eu) without user consent

When running the Trixy edition of KDE with OpenSnitch on a freshly
installed machine, to my surprise I discovered that the KDE plasma shell
is trying to reach out over the Internet to www.ecb.europa.eu, without
me initiating any such connection. Please adjust the default settings
to avoid such outbound and unrequested network connections.
A quick search on the web sent me to

where another opensnitch user discovered the same last year.
I believe Debian software should have all "dial home" features disabled
by default, for user privacy. In this case it appear to not be dialing
home, but instead dialing the European Central Bank, which has even less
reason to know about KDE users than the KDE project. :)
