Bug#1108424: plasma-nm: FTBFS with mobile-broadband-provider-info 20250613

Hi Maintainer

The attached patch skips the failing test and allows plasma-nm to
build with mobile-broadband-provider-info 20250613.

I believe this is a better approach than "fixing" the test to work
with five providers having that MCC/MNC.

I plan to upload mobile-broadband-provider-info to unstable in three days.
