kleopatra relies on libassuan-config to locate libassuan.
libassuan-config is scheduled for removal and will be dropped in
the next major libassuan release. Please use pkg-config/pkgconf instead.

You can verify your fix by rebuilding after diverting libassuan-config like
this
dpkg-divert --rename --divert  /usr/bin/libassuan-config-disabled  --add /usr/bin/libassuan-config  # divert on

This change can be reverted with 
dpkg-divert --rename --remove /usr/bin/libassuan-config
