I am able to build the current version of Qt WebEngine in an unstable sbuild environment without issue. Regarding included modules available in Debian, I am working on using system libraries instead of bundled ones. It has been a long process that sometimes involves coordinating with upstream, but progress is being made. I would not be surprised to find a number of bundled JavaScript modules that need to be replaced with dependencies on system packages. Finding them all is part of the battle.
