In Dolphin, the Oxygen icon for the "Open Terminal" action is missing.

* Problem:
  In Dolphin, the Oxygen icon for the "Open Terminal" action is missing.

* Configuration:
  Debian-11 (Bullseye), KDE, Oxygen Theme
  Dolphin version 20.12.2

* Demonstrate the problem:
     Start with a fresh minimal install of Debial-11 (CLI)
       apt --yes install kde-plasma-desktop #add minimal KDE desktop
       reboot

     Open "Konsole"
       sudo apt --yes update
       sudo apt --yes install plasma-theme-oxygen oxygen-icon-theme

     Open "System Settings"
       Global Theme->Oxygen
         Apply

     Open "Dolphin"
       Settings->Configure Toolbars...
         Available actions:
           Open Terminal    <- This "action" is missing an Oxygen icon
