If I download the .deb file and look inside it, that file has 644 permissions, iow no executable bit set. https://invent.kde.org/pim/korganizer/-/commit/14138650407be94cdecabecd40d1435420df8fdd is the upstream commit from 2017-03-02 where the executable bit was removed. I don't know why +x is set on your system, but the package seem fine.
