Bug#932385: Bug still exists

Just did a fresh install of Buster and can confirm that this bug is very 
annoying and still exists.  I try to create custom shortcuts for Okular 
similar to single-key shortcuts in Acrobat DC:
h - hand tool
v - text selection tool
F8 - toggle toolbar
F9 - toggle menu bar

Multiple times I edit the shortcuts and save, but they are not saved.  
Please fix this!
