As remarked on this blog post [1] that tremendously helped me, Okular doesn't
complain if you try using the text-to-speech features without the necessary
libraries installed. It only shows on the CLI
  No text-to-speech plug-ins were found.

The necessary packages are qtspeech5-speechd-plugin and/or
qtspeech5-flite-plugin. The Okular docs say that the former is used by default,
so maybe do something like
Suggests/Recommends: qtspeech5-speechd-plugin | qtspeech5-flite-plugin

Neither of them have reverse dependencies yet it seems.
