It turned out that having something set up the QMAKE variable to point
at ${DEB_HOST_GNU_TYPE}-qmake is something we need in a few places. Can
you carry that in buildtools.mk? I think it's as simple as
$(eval $(call dpkg_buildtool_setvar,QMAKE,qmake))
