kde-l10n breaks/replaces for dh --with kf5

Dear team,

disclaimer: I’m no dh or even makefile expert.

I wanted to convert a package (juk) from dhmk to dh --with kf5, but I don’t 
understand how to / if I can keep the automated breaks / replaces injection 
that dhmk was doing with l10n-packages.mk and l10npkgs_firstversion_ok.

I tried the following debian/rules to no avail :
<snip>
l10npkgs_firstversion_ok := 4:17.08.3-4~

include /usr/share/pkg-kde-tools/qt-kde-team/2/l10n-packages.mk

%:
    dh $@ --with kf5
</snip>

dpkg-gencontrol complains that:
    substitution variable ${kde-l10n:all} used, but is not defined

Any idea ?
