Bug#902299: konsole: UTF-8 broken when having non-default KDE locale settings
Same problem here. I have some files in leopard (another of my computers) with
names in Hebrew and Greek. I shell into leopard and their names look like
this:
??????????????????-biblia
??????????????????-biblia~
???????? ????????
???????? ????????~
In another tab in the same Konsole I run this:

LC_NAME=en_US.UTF-8

LC_PAPER=en_US.UTF-8
LC_IDENTIFICATION=en_US.UTF-8

[1]+ Done konsole

[1] 22616
In the konsole that just popped up, I shell into leopard and run ls -1 and get
the filenames showing correctly:
אדון עולם
אדון עולם~
φαρμακεια-biblia
φαρμακεια-biblia~
Konsole version is 19.04.3; distro version is Eoan Ermine.
