Bug#950501: Create a separate package libqtcreator-plugin-dev for the files needed for building plugins

When I wanna build a plugin for qtcreator I have to download its whole source and do some manual actions like writing paths to the dir where it is downloaded. This is not very suitable for CI-automated builds.
Could a package be create with the files needed to build plugins only residing in some immutable location not containing version number in its path?
