The problem I see with this bug report is that it is way too generic to be actionable. The vast majority of the work needed for this needs to be done either in the KDE upstream team, or in other components (like the other init systems) to support the functionalities needed by modern desktop environments. Please note that this is sometimes non-trivial work. Because of what I said above, I'm thus closing this generic bug report.
